cgi-bin内のファイルは全てcgiとして扱われるから拡張子がjpgであっても画像にはならないですよ。
cgi-bin内にはcgiファイル以外置くべきではないし、
専用の鯖なら/cgi-bin/は使わずにOptions ExecCGI使った方がいいのでは？
