これ観ていつも疑問に思うんだけど

ふつうだったら
If You got to earn over US$100,000 You must be pay license fee.
みたいな感じで定義的な事を書くけど、May be って誰が誰に何をいっているのか
なんで可能性の示唆を此方にも求めてくるのかいまいち理解できないのだが・・・
経理関係でマイナスだったら払わなくて良いって事なのかね？
