cachemgr.cgiを利用したいのですが、どうもうまくいきません。

cache_mgr root@abc.com
acl manager proto cache_object
acl cont src 127.0.0.1/255.255.255.255
acl all src 0.0.0.0/0.0.0.0
acl Safe_ports port 80 # http

http_access deny manager !cont
http_access allow all
http_access deny !Safe_ports

いざ、アクセスしてrootでログインしてみると
Cache Manager Error

connect: (61) Connection refused

となってしまいます。
原因は何なのでしょうか？？
