deb のメンテナです。howm_1.3.2-2 上げたので試してみてほしい。
とりあえずこちらの手元では上手くインストールできた。動作も問題なさげ。
変更点は >>873 と同じ。

emacs-snapshot upstream での変更なので、Debian 以外の環境でも、CVS 版の
Emacs なら再現すると思う。howm の方でも対応してもらえると嬉しい。
