>Some or all of the parts "<user>:<password>@", ":<password>",
>":<port>", and "/<url-path>" may be excluded.

だし、HTTP URL scheme においては

>If neither <path> nor <searchpart> is present, the "/" may also be omitted.

と明記されてる。see RFC1738
