冷静に考えてみたら、俺が間違ってた。
元はURLを対象にしてたんだけど、
print preg_replace( '|[^https?://](/)/+|', '$1', 'http://example.com//foo///bar.html' );
結果：http://example.co/fo/bar.html

これをhttp://example.com/foo/bar.htmlにしたいんだ。
って、スレ違いかな……？
