CAP:
BBS_MESSAGE_COUNT=4096
BBS_LINE_NUMBER=30

non-CAP:
BBS_MESSAGE_COUNT=2048
BBS_LINE_NUMBER=15

reporters need larger bytes and lines to post lengthy articles,
but there're TOO MUCH landfilling copy&pastes.
